The US Seizure of Maduro: How Trump Has Transformed the World's Superpower into a Rogue State

Within the immense confusion surrounding the US strikes on Venezuela, the capture of leader Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, there is no doubt – these actions create a truly chilling precedent.

Past Interference and a New Threshold Crossed

The United States carries a troubling legacy of meddling, military incursions, and control in the region, but this past Saturday morning saw its initial significant armed assault on the soil of a South American nation. “American dominance in the western hemisphere will never be questioned again,” Mr Trump declared.

The move to assault another state and capture its head of state – only a few days after he stated a desire for negotiations – has still wider repercussions. It should alarm us all.

A Nation Left in Limbo

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, largely considered to have rigged the previous presidential vote. They now face extreme instability in the best case. Mr Trump has suggested that Maduro's second-in-command, Delcy Rodríguez would follow US instructions, and brushed aside conservative dissident leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the interim president, has so far struck a defiant tone – and other elements of the leadership-stricken government are far more intransigent.

The Superpower as Rogue State

A man who came to office vowing to end foreign wars now says he is “unconcerned about deploying troops”. Rebranding the Department of Defense as the Department of War was more than posturing. He fails to perceive the world’s superpower as a guardian of order; he is turning it into a rogue state.

He believes that the US’s might enables it to do as it wishes with little consequence: witness the strikes on Nigeria, on Iran’s nuclear facilities. He asserts that the oil resources of Venezuela means this most recent venture “will pay for itself”.

An Illegal Assault on Sovereignty

George W. Bush initiated war in Iraq on a lie. But this illegal attack came without UN resolutions of any kind or the consent of the US Congress; key legislators received no advance notice and say they were actively misled in briefings. Mr Trump doesn’t seek to bend international norms, but to destroy them.

Set aside the implication this carries to Vladimir Putin, Xi Jinping and others, and ask where the US itself is heading. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s escalating feeling of being untouchable will surely embolden additional military gambits.

The Thin Pretext and True Motives

Few believe the excuse that this is related to the drug trade. Venezuela is only a minor conduit for cocaine; Mr Trump recently granted clemency to the past Honduran leader Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself made it clear that he is motivated by the allure of petroleum resources as well as machismo, the ideology of some in his administration, and the quest for a legacy as his standing with the American public falters.

Tepid International Response and Waning Global Governance

The global reaction, especially in Europe, has – with a few principled deviations – been shockingly muted. That’s not due to Mr Maduro’s sins, but fear of Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was notable, but this episode emphasizes the UN's diminishing clout.

Mr Trump’s voters who oppose foreign entanglements could still pressure him to turn attention back home – but soaring healthcare premiums, financial discontent and ongoing controversies make foreign conflicts more appealing.

Barely 12 months into his time in office. World leaders may come to rue the day if they fail to speak up today, considering the potential next target.
